Just wanted to reiterate/clarify that any player that signs with a club is ineligible to be added to your team in any form (MLB or MiLB) until the 1st prospect draft that follows their signing. This means that international signees from 2013 are currently ineligible to be added to your roster. Additionally, in the case that a 2013 draft signee makes it to the MLB this season, and gets added to the yahoo database, they are also ineligible to be added to your roster until the following prospect draft.
This rule ensures that all teams get a "fair shot" at the new talent.
Once the draft has taken place, these players all go into the big free agent pool, and its once again a first come, first serve free-for-all.
I hope this clarifies the issue. If you have any questions please post!
